Reporting Lines

Role reports to the Council and Cabinet.

Direct reports to the role are Executive Directors, Directors, Executive Support Manager and Personal Assistant.

This role profile is non-contractual and provided for guidance. It will be updated and amended from time to time in accordance with the changing needs of the council and the requirements of the job.

Job Purpose

  • To act as the Council's Head of Paid Service.
  • To shape and deliver the Council's strategic aims and objectives.
  • To provide leadership throughout the organisation, ensure that the Council is effectively managed and that services are delivered to a high standard.
  • To act as principal adviser to the Council.
  • To develop and sustain effective and productive partnerships and external relationships.
  • To work with all members to ensure effective governance of the Council and the probity and integrity of decision making.
  • To act as electoral registration officer for any constituency in the borough.

Main Duties and Responsibilities

  • To head the Council's paid service and have overall management responsibility for all staff.
  • To act as the principal policy adviser to the Council and to support and advise members on the development of the Council's strategic aims and objectives. To ensure that the Council's policies and priorities are understood and implemented across the organisation.
  • To lead the corporate delivery of the Council's aims and objectives, providing a clear sense of ambition, direction and purpose.
  • To develop, lead and co-ordinate strategies and innovative approaches that translate the Council's objectives into actions that deliver results.
  • To lead the Corporate Board, ensuring that it operates strategically, corporately and effectively.
  • To inspire and motivate the Council's workforce so that they have a real sense of ownership of the Council's aims and objectives.
  • To develop and sustain a culture in which the organisation is committed to customers, improving services and delivering results.
  • To ensure that the Council is effectively and efficiently managed and that the Council's financial and other resources are properly planned, managed and controlled.
  • To build Ealing's reputation, promote a positive image of the Council and the borough and to develop effective internal and external communication strategies.
  • To develop and promote strong partnerships and relationships with residents, other public sector organisations and agencies, Government Departments, local businesses and the voluntary and community sectors that jointly tackle local issues and reflect the Council's commitment to improving the quality of life of its citizens.
  • To value the diversity of the borough's communities, ensuring equality of access and treatment in employment and service delivery.
  • To ensure the effective governance of the Council and the legality, probity, integrity, proper public accountability and scrutiny of its decision making processes.
  • To ensure that the Council provides "value for money" through its service delivery mechanisms, including shared service and partnership arrangements.
