Job Title: Youth Offending Services Manager
Directorate: Children's Specialist Services
Service: Children's, Learning and Young People Directorate
Job Purpose:
To provide strategic leadership and management to Coventry Youth Offending Service, in order to provide an integrated multi-agency approach to delivering services to prevent and reduce youth offending.
To work with Heads of Service (and equivalents) across the Local Authority and other partnership bodies to ensure their full collaboration in reducing the offending of children and young people in Coventry.
Ensure local Criminal Justice Services have confidence in the range of community sentences that ensure protection of the public.
Ensure that the Youth Offending Service makes a strategic and operational contribution as a full partner within the Integrated Youth Support Service working within integrated arrangements for policy, processes, management, governance, strategy and delivery.
Main Duties and Responsibilities:
Operating at a strategic level across partnerships
- Ensure that the Youth Offending Service is integrated with the Integrated Youth Support Service (IYSS) making a proportionate contribution to the delivery of the IYSS annual plan and the achievement of targets and priorities
- Play a leading role in the development of the youth crime strategy of Coventry. Ensuring the Youth Justice Action Plan is delivered and is complimentary to other partnership and local authority plans
- Ensure that the Youth Justice Plan commands the support of all contributing agencies
- Negotiate and monitor inter-agency protocols as necessary, where delivery of effective services and performance requires strategic and operational collaboration
- To ensure that the work of the Youth Offending Service contributes to the work of the Coventry Community Safety Partnerships strategy, targets and priorities, and takes full account of the planning objectives of partner agencies
- To represent the Youth Offending Service on various operational and strategic partnerships, including Coventry Community Safety Partnership, Children and Young Peoples Strategic Partnership and other regional and national bodies including local criminal justice board
Strategic Planning
- Contribute to the strategic planning of the Integrated Youth Support Service particularly in terms of the design and delivery of packages of targeted support aimed at vulnerable young people
- Advise the YOS Management Board on the discharge of its statutory functions, and strategic planning
- To formulate the Youth Justice Plan for Coventry and set clear targets for improving services against national and local targets for all sections of the YOS
- Ensure a management information plan and performance improvement / maintenance process is in place to meet the planning needs of the YOS and management team
- Develop and maintain systems for ensuring that service users – young people, parents and carers, victims – are enabled to contribute to planning for service improvements
- Contribute to the development of effective practice in youth justice through participation in local, regional and national policy-making
- To develop and operate an effective management information system to ensure that the team is able to monitor the effectiveness of service provision and contribute to local authority and partnership reporting structures
Securing adequate funding
- To produce and negotiate with funding partners an annual budget to meet the requirements of the Youth Justice Plan
- Monitor and manage resources to ensure delivery of the Youth Justice Plan
- Ensure that the Youth Offending Service devises a financial plan to secure an adequate level of contribution to the maintenance and development of the Integrated Youth Support Service
- Advise the Management Board of the resource requirements of the YOS
- Commission services from voluntary sector and other organisations
- Ensure all funds are used for the purpose for which they were intended
Working across services and professional groups
- Provide strong and effective management and leadership to an inter-agency staff team from different professional backgrounds and disciplines and within the Integrated Youth Support Service
- Promote youth crime prevention and strategies through active participation in the planning process of relevant other agencies and development of effective partnership relationships with statutory partners and other key stakeholders
- Negotiate and monitor Service Level Agreements for all commissioned services
- To work in collaboration with neighbouring local authorities to plan, arrange and deliver a variety of criminal justice services to ensure protection of the public
Managing human resources demands and overseeing performance management
- Develop workforce planning in relation to directly employed and seconded staff and to ensure coherence within the Integrated Youth Support Service
- Ensure a comprehensive performance management framework that flows from the Youth Justice Board performance framework, is maintained throughout the YOS
- To provide performance information for monitoring purposes and inspection at the request of the Community Safety Partnership and Children & Young Peoples Strategic Partnership and its constituent bodies and other Government bodies i.e. Youth Justice Board
- Ensure the YOS Management Board has timely accurate and sufficient reports on the performance of the YOS against agreed plans and requirements
- Provide direct supervision for and management of YOS Managers
- Ensure that appropriate and personnel policies and procedures are in place (including seconded staff) in relation to discipline, grievance, complaints, sickness etc
- Ensure equality of opportunity in all matters relating to staffing, recruitment, career and professional development
- Ensure proper arrangements for the supervision, appraisal and professional development of staff
- Promote a healthy working environment and safe working practices for all staff and volunteers working in the YOS
Ensuring high quality delivery of pre-court and post-sentence disposals for young offenders
- To implement Youth Justice Board and local policy and procedures to a high quality standard
- To undertake performance review with Best Value framework and to regularly monitor the effectiveness of the service in consultation with local partner agencies
- Maintain up-to-date knowledge of legislation, policy and Government programmes relating to youth justice, anti-social behaviour and community safety agendas
- Ensure anti-discriminatory delivery of agendas
- Ensure the Health and Safety (including Child Protection arrangements) of service users in their contact with the YOS
- Maintaining the confidence in the youth justice system locally
- To develop an external public relations strategy to promote the YOS locally as an effective service to the public, reaching partners, stakeholders and the general public
- Ensure arrangements are in place to respond to complaints and compliments
- Ensure feedback from service users (including victims, parents, young offenders, etc) and other stakeholders on quality of service delivery is regularly sought and responded to
- Work with elected members to ensure their understanding of and support for the YOS
