Dear Candidate,

Thank you for expressing interest in posts in Adult Social Care at Cambridgeshire County Council.

These roles are key to delivering the Council’s vision of “creating communities where people want to live and work now and in the future”. In Adult Social Care we are committed to develop communities in which older people and adults affected by disability (learning disabilities, physical disabilities, sensory impairments, mental health problems and HIV/AIDs) are truly engaged and exercise choice and control over their lives.

Central to achieving these aspirations is our commitment, with NHS partners, to personalisation. We have successfully implemented a whole system change from traditional care management to a self directed support system, and we are 10th out of 152 local authorities in driving this transformation. Work continues to embed the necessary cultural change and to implement the other aspects of transformation set out in Putting People First.

We recently received our Annual Care Assessment from the Care Quality Commission (CQC). For the 4th year running our services have shown us as improving. We are rated as a Council that is performing “Well” overall with 2 out of 7 outcomes rated as “Excellent”. This reflects the commitment and hard work of our staff and those in NHS partner organisations.

With strong cross party political support for this agenda, we are well supported in our partnership work with a wide range of stakeholders, including NHS Cambridgeshire, Cambridgeshire and Peterborough NHS Foundation Trust, Cambridgeshire Community Services NHS Trust, District and City Councils, and most importantly service users and their families.

The roles will offer both challenge and opportunity as we work together to deliver transformation in the context of the current financial constraints. Our approach to control expenditure or find savings has three main strands:

  • Prevention and localism
  • Reduce offer to individuals and through service transformation - main components will be reablement, Self Directed Support and Resource Allocation System (RAS), modernise Day Services for Older People and Learning Disabilities and use of £1.3m NHS capital funding
  • Reduce unit costs – efficiency savings from Providers, income and charging, staffing and internal efficiencies and reducing costs of the most expensive placements.
