Inspectors found that the council performs well in the use of resources which ensures the council makes efficient use of its money and controls its finances well. They also recognised the fact that service improvements are reflected in the number of national awards won by the council for a range of initiatives and departments.
In the council's previous assessment, inspectors highlighted the need to strengthen procurement, performance and programme management, and scrutiny. Inspectors found that work in this area has strengthened since their previous inspection.
The report highlights a number of key focus areas including educational attainment where there is still under-performance at Key Stage 3.
The report notes that investment has been made in ensuring children are safe, but that significant improvement is still to be delivered. It recognises, however, that interventions being made in children's services have achieved a 'significant reduction' in numbers of looked-after children.
